Role and Responsibilities To be effective, a Rotary club needs members. Your club’s ability to serve the community, support The Rotary Foundation, and develop leaders capable of serving Rotary beyond the club level is directly related to the strength and size of your club’s membership base.
Role The membership committee develops and implements an action plan for recruiting, retaining, and educating club members.
Responsibilities The membership committee has the following responsibilities, which are explained in this manual: • Achieving club membership goals for the coming year (see Membership Section of the Planning Guide for Effective Rotary Clubs) • Educating and training club members about the importance of recruitment and retention of qualified, diverse members (see Recruitment, Classifications, Retention, and Education) • Conducting classification surveys to ensure the classifications are relevant to current business trends (see Classifications) • Conducting club assessments to ensure membership development efforts are effective (see Retention) • Developing an action plan for the club to act as a sponsor club for a new club organized in the district, if applicable (see Organizing New Clubs) Working with Club Committees The membership committee should work with the following club committees to meet membership goals: • Public relations committee (to elevate the image of your club in the community, making it more attractive to potential members and building pride in current members) • Service projects committee (to ensure that service projects are relevant to club members and to involve non-Rotarians in service projects to better understand the opportunities for service that Rotary membership provides) • Club administration committee (to plan weekly programs that educate members about Rotary and address their personal needs and interests)
Subcommittees Depending on the goals of your committee, it may have the following subcommittees: • Recruitment • Classifications • Retention • Prospective member education • New member orientation and education • Continuing member education • Family of Rotary

Membership Responsiblities is designed to help club members participate more fully in and enjoy their Rotary experience.
Attendance
Attending weekly club meetings allows members to enjoy fellowship, enrich their professional and personal knowledge, and meet other business leaders in their community.
If members miss a meeting of their own club, they’re encouraged to expand their Rotary horizons by attending a meeting of any other Rotary club in the world.
Service
By participating in local and international service projects, club members can volunteer their time and talents where they’re most needed.
The four Avenues of Service are Rotary’s philosophical cornerstone and the foundation on which club activity is based:
Club Service focuses on strengthening fellowship and ensuring the club’s effective functioning.
Vocational Service encourages Rotarians to serve others through their vocations and to practice high ethical standards.
Community Service covers the projects and activities the club undertakes to improve life in its community.
International Service encompasses actions taken to expand Rotary’s humanitarian reach around the globe and to promote world understanding and peace.
To keep clubs strong, every Rotarian must share the responsibility of bringing new people into Rotary. Even new members can bring guests to club meetings or invite them to participate in a service project.
Keeping members involved in Rotary is another responsibility. Fostering strong fellowship and encouraging early participation in service projects are two of the best ways to sustain a club’s membership.
Dues
Club members are required to pay annual dues to their clubs, districts, and Rotary International, as well as the subscription fee to the appropriate Rotary magazine.
Leadership
Club members are encouraged to volunteer for leadership roles at the club level and beyond. To learn more about leadership opportunities in your district, see the district leadership seminar page and the club committees page.
Be present and accounted for at all of our Key Meetings
Rotary International, the world’s first service organization, is made up of over 33,000 clubs in more than 200 countries and geographical areas. Its members form a global network of business and professional leaders who volunteer their time and talents to serve their communities and the world.
Rotary's motto, Service Above Self , exemplifies the humanitarian spirit of the organization's more than 1.2 million members. Strong fellowship among Rotarians and meaningful community and international service projects characterize Rotary worldwide.
Rotary enjoys a rich and sometimes complex tradition and organizational structure, with many programs that can be confusing to new and even not-so-new members. This Web site offers a basic Rotary education — the fundamental knowledge that will make every member better informed about Rotary and proud to be a Rotarian.
To identify and recruit at least one new member during a particular month of the Rotary year
To identify several prospects and to recruit at least one for induction during the committee’s assigned month
To complete every step of the membership process:
The initial call or discussion to interest a person in Rotary
The invitation for membership
Ensuring the prospective member becomes an active and engaged member of the club
STAR (Special Training for Action in Rotary)
Place all new members on the STAR Committee; complete a questionnaire of their interests and skills, attaching their photos.
Paste a red star on new members’ Rotary badges. Experienced members sit with them at club meetings and become acquainted.
Hold hour-long STAR breakfast meetings once a month.
The STAR Committee consists of past club and district leaders.
Club members may attend at any time to update themselves on Rotary information and to meet the new members.
During meetings, welcome first-time attendees, recognize STAR graduates, announce upcoming club and district activities. Other program topics: the four Avenues of Service, club history, club service projects, The Rotary Foundation, programs of Rotary International.

Five for One Plan and STAR Program began life in the US in the 70s. Incoming RI President Ray Klinginsmith saw their potential for membership development worldwide and has brought these ideas into the forefront by incorporating them into the 2010-11 Presidential Citation requirements. I made presentations on these ideas during the recent PETS and District Assembly. The materials are available for download at the RI District 3310 website:
The above documents have been available for download for some time now from the district website. Your timely questions have given me the opportunity to highlight the availability of these documents, which clubs and Rotarians can use for their membership development plans.
All are welcome to propose or exchange ideas with me. Membership development will be one of DGE Dr K A Abraham's top priorities for 2010-11. We have already planned District Membership Development Seminars during the August "Membership Development Month" in Singapore, Batu Pahat, Kota Kinabalu, and Kuching.
