Congratulations! Your Major Matching Grant application, submitted by Rotary Club of
Kupang and Rotary Club of Rotary E-Club of 3310 for funding to help provide a vehicle for a
mobile library program in West Timor, Kupang City, Timor Island, Indonesia, has been
approved by The Rotary Foundation (TRF). The award is in the amount of US$8,050.00.
This letter is your formal notification and describes the enclosed forms. In all cases, the
primary partners must both sign the Agreement Form and ensure correct Payee
Information is sent to TRF. Any additional information and/or sponsor contributions TRF
requires in order to make grant payment are described in the Agreement Form and the
Sponsor Contributions Form.
Agreement Form. Be certain to refer to this document throughout the
implementation of the project to help ensure compliance with TRF requirements.
Sponsor Contributions Form. This form gives instructions for sending cash (non
SHARE/DDF) contributions to TRF. It is not included if your project is financed solely
through SHARE/DDF contributions.
Payee Information Form. Coordinate with your partner to establish an appropriate
payee. Complete and return the form to inform TRF where the grant payment should
be sent.

Terms and Conditions of Matching Grant Award. Read this document carefully,
and refer to it when you have questions about TRF requirements.
Report Form. Reporting on your project is mandatory. Progress reports are due
every twelve months, and a Final Report must be submitted within two months of your
project's completion.
Humanitarian Programs Promotional Guide has information about how to promote
in your community and in the media. A promotional plan is required before payment
will be issued for grant awards of US$25,001 or more.
Paul Harris Fellow Recognition/Contribution Form can be used to receive Paul
Harris Fellow (PHF) credit for cash contributions sent to TRF.
Making Your Sponsor Contributions Form. This form gives instructions about
sending cash contributions to TRF, particularly for clubs/districts outside the USA. It
is not included if your project is financed solely through SHARE/DDF contributions.

MATCHING GRANT AGREEMENT FORM

This Matching Grant Agreement ("Agreement") is entered into by and between Rotary Club of
Kupang, Rotary Club of Rotary E-Club of 3310 ("The Partners") and The Rotary Foundation
of Rotary International ("TRF"). TRF agrees to pay the Partners a Matching Grant in the total
amount of US$8,050.00 to help provide a vehicle for a mobile library program in West Timor,
Kupang City, Timor Island, Indonesia. In consideration of receiving this Matching Grant from
TRF, the Partners acknowledge and agree that:
1) The Partners have each received and read a copy of the Terms and Conditions of
Matching Grant Award and will abide by all terms and conditions set forth therein.
2) Rotary Club of Rotary E-Club of 3310 will coordinate the project internationally and will
contribute US$2,000.00 to the project. Rotary Club of Kupang will coordinate the project
locally and will contribute US$100.00 to the project. The following districts will provide
SHARE (DDF) Fund contributions: D-3310, US$5,000.00; and D-3400, US$2,000.00.
Any amount received in excess of the aforementioned contributions will automatically be
counted as general giving to The Rotary Foundation and will not be applied to Matching
Grant #59419.
3) All Matching Grant funds provided by TRF for this project shall not be used for any
purposes other than those approved by TRF. TRF shall be entitled to receive
reimbursement for any and all funds deposited with, held by, or otherwise contributed to
either or both of the Partners that are spent for unapproved purposes as well as any
funds used to benefit a Rotarian or Rotary entity. In addition, TRF reserves the right to
audit the project at any time and suspend any or all payments if in its sole discretion
progress is not considered to be satisfactory.
4) The Partners will keep TRF informed on the project's progress by submitting progress
reports every twelve months during the implementation of the project. The Partners will
immediately inform TRF of any significant problems with the implementation of the
project or deviations from the project, including deviations in the budget. The Partners
project's completion.
5) The Partners shall defend, indemnify, and hold harmless RI, TRF, their respective
directors, trustees, officers, and employees (collectively "RI/TRF") from any and all
damages, losses, judgments, costs, fines, awards, liabilities, or expenses, including
without limitation reasonable attorney's fees and costs of litigation, asserted or recovered
from RI/TRF, that result or arise directly or indirectly from the project including any acts
or omissions of the Partners.
6) The entire responsibility of TRF is expressly limited to payment of US$8,050.00 plus all
SHARE fund contributions. Neither RI nor TRF assumes any further responsibility in
connection with this project.
7) TRF reserves the right to cancel this Agreement without notice upon the failure of either
or both of the Partners to abide by terms set forth in this Agreement and the Terms and
Conditions of Matching Grant Award. Upon cancellation, TRF shall be entitled to a refund
of any Matching Grant funds, including any interest earned, that have not been expended
pursuant to the terms and conditions of the approved Matching Grant project at the time
of cancellation.
8) This Agreement will automatically terminate in the event of the failure of either or both of
the Partners to comply with the Matching Grant Terms and Conditions or this Agreement
due to an act of God, strike, war, riot, civil unrest, hurricane, earthquake or other natural
disasters, acts of public enemies, or any reason beyond the reasonable control of the
parties. In such an event, the Partners shall refund to TRF all unexpended Matching
Grant funds within 30 days of termination.
9) This agreement is governed by the laws of the State of Illinois, USA. Any action brought
in connection with this Agreement shall be filed in the County of Cook, State of Illinois,
USA. The Partners agree to submit to the jurisdiction of the Circuit Court of Cook County
for the State of Illinois.

Congratulations! Your Major Matching Grant application, submitted by Rotary Club of

Harris Fellow (PHF) credit for cash contributions sent to TRF.

May I emphasise the Do's we must pay full attention:
In all cases, the primary partners must both sign the Agreement Form and ensure correct Payee Information is sent to TRF.

Dear All Our 2 Matching Grants of # 59419 of mobile library and # 61236 of the physical library equipments have been declared closed and the new Matching Grant that we are doing it together with RC Suntec city MG # 66507 is waiting for the approval only . Congrats to All .

The mobile library does more than just share books:
"... most of the villagers , buying vitamin from a pharmacy has never been done. Firstly the pharmacy is unheard of by them , secondly they do not have the money and most of the case is the distance to the pharmacy just to far for them( to many people can be some 100 km away) . For this vitamin matter our mobile library is really a useful tool for us to share." -excerpt from Captain Budi's blog

This pilot is ‘dad’ to those in his self-funded orphanage

AS AN airline pilot, Budi Soehardi is no stranger to bad weather, but turbulence on the ground less than a month ago floored him. “My chief broke the news to me just now,” he wrote on his blog. “I just got back from a flight ... Those whose contracts are due for renewal for the current fiscal year will not be renewed.” No thanks to the economy, Budi, an expatriate Indonesian captain, will be out of a job soon. “It is not an easy situation,” he tells me. Not only does he need to worry about his three children’s education, Budi has an orphanage to keep afloat. Roslin Orphanage, a children’s home in West Timor, was started by the 53-year-old veteran and his wife Peggy 10 years ago. Its website is www.roslinorphanage.org. Funded by his back pay and bonuses, it was built from scratch on a plot of dry and stony ground. He currently supports 42 children on his captain’s pay. There are also “hundreds” in other orphanages which he gives money to for their education. Roslin was the result of an unplanned trip to refugee camps in East Timor. “After multiple trips, we decided to look after some abandoned babies in a rented house at Kupang City,” he recounts. When space ran out, the couple decided to build their own orphanage on land willed to them by someone they had helped. No one at Roslin is up for adoption. The children live there, go to school, and will receive education as far as their abilities can take them. One of them is now in medical school. “Of course I am sad,” says Budi of his situation. “But I am optimistic and must stay focused.” Even as he hunts for a job and sorts out personal commitments, Roslin - which costs him $6,000 every month - remains his priority. Timor receives the least rainfall of all of Indonesia’s islands, and West Timor is the driest part of the island. And the poorest.
“Water is something the villagers need badly. It is quite common for them to walk miles each day just for two buckets of water. With no water there is simply no sanitation,” says Budi. “During the dry season from June to November, infant mortality is high. Illnesses because of airborne bacteria and the lack of clean water to wash things are the main factors.” The villagers depend on what they can grow for their survival. Many Roslin children are there because their mothers died after giving birth to them. Peggy was a stewardess whom Budi met on the job. She runs the orphanage and is away from Singapore most of the time. Budi heads for the orphanage in between flights. Reading, writing and rice A Roslin child’s first day at school is Budi’s, too. “Next month, at least six more children who came to us as one- , two- or three-day-old babies start their schooling. I wish I can drive them to school on their first day like I did for the older children.” A child’s presence at school also puts paid to rumours that “because we live in Singapore, people say Peggy and I sell babies”. “Such things are hurtful,” he concedes. “But by having the babies now going to school and still staying at the orphanage, those people who accused us have nothing to say any more.” The orphanage has an onsite library and two mobile ones. The younger children are taught by volunteers. “It is time for belt-tightening. But at least we have our own veggies and fruits,” says Budi. And rice, too. While trying to find a source of water on a piece of thorny bushland near the compound, the couple improbably struck an artesian well. With potable water flowing non-stop, part of the land was cleared for a padi field. The first seedlings, planted last January, were harvested in November. The money for the generator they thought would be needed to power two water-submersible pumps came from $10,000 awarded to Budi by the airline he works for in April, for an idea Budi had for a flight plan that saved the airline $1.2 million. And that, after someone trusted with $15,000 to buy a generator and the parts for a rice-husking machine disappeared. Future plans include a school on the grounds, and a non-denominational church. Financial worries aside, the couple is praying for “an accountable person with a good heart and enough love for the children” to help out. “My wife and I are getting old and we need to delegate some tasks to another person. Am I facing uncertainty? Yes. Am I facing stressful conditions? Yes. “But I have a feeling we can pull out of this mess.”
