• Project Eligibility. Please provide more information on following questions.
(i)Where will this training be held at?
The training will take place at the Roslin Orphanage site. This has already been assessed as a suitable venue during stage I of this project which was recently delivered via a District Simplified Grant and club funding from the Singapore Rotary E-Club 3310 and the Rotary Club of Armadale 9470. It may be that the Undana University can be persuaded to invite teacher participants to engage in seminar style presentations at their own university premises. This would be encouraged as a means of promoting the project goals and value adding to the outcomes.
(ii) Who is this targeting?
The prime target group are the existing children of the Orphanage and their carers. In addition, student teachers from Undana University, situated a short distance from the Roslin Orphanage have been invited to and are prepared to participate in practice teaching as a component of their course, under the guidance of the Australian specialist language teachers. This group will be supervised by their University personnel who will work cooperatively with the Orphanage, the specialist Australian language teachers when they are working on site and the local Host Partner Semarang Kunthi Rotary Club. Other teachers from Singapore, through the Rotary E-Club are keen to participate when this can be arranged in the course of the project.
(iii)How will the beneficiaries know about the project?
This project has already been canvassed widely during Stage 1 of the project (already conducted this year). The Roslin Orphanage has outreached for some years to a large group of surrounding destitute local villages by providing basic food needs where they are able from the small surplus of the orphanage. They have developed a very positive rapport with these communities as a result. By interacting cooperatively with the local Undana University, further awareness will be communicated in terms of local cultural needs. Wider long-term employment opportunities will be created – particularly through the tourist industry as it develops in this region. In addition the Roslin Orphanage has its own ‘BLOG’ which can be viewed worldwide at http://home.hiwaay.net/~roslin/ ( for the old blog) and www.roslinorphanage.org ( for the new blog) . Rolsin Orphanage will be able to be seen on CNN in mid September 2009 program from few days time. CNN was staying at Roslin orphanage for 3 days in August. It is anticipated that the participating Undana University will resource the BLOG for ongoing information. Appropriate onsite Rotary signage will be arranged by the Semarang Kunthi Rotary Club to indicate this as a project of Rotary International for the benefit of the local community.
(iv)How can they be selected for the training?
Trainees will be selected in several ways. In the first instance, the visiting specialist teachers will mentor orphanage staff who show interest and aptitude and who have a basic ability with English language. Later as the project develops local community members not necessarily currently connected with the Orphanage will be canvassed for inclusion and training. Finally it is anticipated that some current teacher students in training at the Undana University will continue to participate over and above their course requirements and provide a higher skill level of voluntary participation in the ‘train the trainer’ programme – especially during the times of necessary absence of the specialist teachers .
(v)Who runs the training?
The training will be conducted in the first instance by the Australian specialist language teachers who participated in stage 1 of this project. It is important to realise that teachers who speak English as a first language must set the foundation criteria, so that the quality of spoken English develops as best practice. It is for this reason that Language Master teaching devices, special Language based computer programmes and booklets are of paramount importance for use when the Australian teachers are off site. The application, management and programme development will be conducted in the first instance by the International Partner, (Rotary Club of Armadale 9470) committee, who has sourced appropriately qualified and experienced teaching personnel for this purpose.
• International Partner Participation.
(i) State specific non-financial activities to describe the participation of the international partner during the implementation of the project.
The International Partner, Rotary Club of Armadale 9740, will provide expertise, specialist teachers, experienced educational management, publicity, coordination and information sharing with all interested partners. Where organizational issues arise they will be addressed. The sub-committee involved with supporting this project includes highly skilled and internationally experienced members of long Rotary membership standing, who have a substantial combined experience with other similar Rotary projects – some of which are currently operating. The chair of this committee is a recently retired special education school principal of over 33 years service in that capacity.
(ii) Project publicity
This project will be promoted on a number of fronts. It will be regularly addressed in local area newspapers; it will gain further promotion and publicity through the Singapore Rotary E-Club website and also the various E sites available in District 9470. We will endeavour to gain coverage in the Rotary Down Under publication as well as other relevant local and International Rotary publications. Ceremonies to launch, review and signal completion of this project will be arranged locally in order to gain further publicity. Regular updating presentations will occur at club meetings to motivate this project and ensure its worth.
(iii) Visits to the project site
It is planned that where possible, (understanding that this is a remote and destitute locality), the various participating Rotary clubs will regularly organise for groups of their members to visit and observe first hand the success of this project as it unfolds. This will allow for participation by local interested parties so that greater cultural understanding can be generated. These types of visits have already occurred from Singapore on a regular basis. The Roslin Orphanage, through it’s BLOG site also attracts a steady stream of International visitors and volunteers who further promote the work of Rotary as they observe this in application.
(iv) Management of project funds and communication with the host partners etc.)
Regular inter-group communication is efficiently conducted via internet resources. Project funds are to be managed by the Semarang Kunthi Rotary Club, as Host Partner. Proper accounting practice will occur and both the International Partner Club and the Singapore Rotary E-Club will provide expert audit assistance in this regard where required. The Semarang Kunthi Club will provide and make available all details of budget expenditure on a regular basis, using required documentation. Approval for the format of such documentation will be sought from the Foundation where this is a requirement.
• Project Budget.

The above ( conservative costs) are associated with preparation of lesson material that is required when specialist teachers visit and conduct training programmes on 6 separate occasions (6 occas.). This will include the need to download additional material from the internet when required. Photocopying and internet facilities were not found to be currently reliable at the Roslin Orphanage and although this situation may improve in time, in the initial stages, by securing a reliable resource, efficiency and time as well as costs will be maximised.
• Cooperating Organization.
(i)Please confirm how the Roslin Orphanage is a cooperating organization and explain
As the Roslin Orphanage is the prime recipient of this project it is listed as the main ‘cooperating organization’. This organization is the most appropriate for this purpose as it has developed as a successful and reliable entity over a number of years. The founders and operators of the Roslin Orphanage have had extensive interface with Rotary and the co-founder, Budi Soehardi, is an active current member of the Singapore Rotary E-Club.
(ii) How they are participating in the implementation of the project.
The Roslin Orphanage will provide the training site, the accommodation requirements, the trainees who will be the language programme recipients in the first instance. They will also arrange for various publicity occasions by organising such events when required. The Roslin Orphanage will house and store all teaching materials and devices and ensure their safe keeping throughout the duration of the project and maintain a suitable equipment inventory that can be accessed as required.
(iii)Also, on the project description, it says it was planned to develop a working but voluntary link with the Undana University. Is this organization directly involved in the implementation of the project?
The Undana University has expressed a willingness to be involved in the implementation of this project. Further discussions are planned to strengthen such involvement beyond that of purely voluntary. It is realised that the University has the potential to become an important partner in the future educational training of both Roslin Orphanage persons and the wider community and in this way increases the effective footprint of the project objectives.
